§ 36-1. Prohibiting the unsafe operation of motor vehicles in parking lots

  • It shall be unlawful for any person to operate a motor vehicle in a parking lot which is available for use to the general public and located within the city:

    (1) In a reckless manner or with willful or wanton disregard for the safety of persons or property;

    (2) At a speed that is greater than is reasonable or safe under the conditions found to exist;

    (3) In any race, speed competition or contest, drag race or acceleration contest, test of physical endurance, exhibition of speed or acceleration, or for the purpose of making a speed record; or

    (4) In a manner detrimental to the safety and welfare of the general public or in a manner calculated and likely to be annoying or to cause a disturbance to persons of normal sensibility on nearby property.
