The mayor or his designee shall monitor water supply and/or demand conditions on a
daily/weekly basis and, in accordance with the trigger requirement criteria set forth
in this plan, shall determine that a mild—stage 1, moderate—stage 2, severe—stage
3, or critical—stage 4, water shortage condition exists and shall initiate or terminate
the appropriate stage by implementing the notification procedures defined in section 38-233. Stage 1 response measures and restrictions are voluntary. Stage 2, 3 and 4 response
measures and restrictions are mandatory.
