(a) The mayor or his designee shall initiate or terminate a particular stage of this plan
when the trigger requirements for that stage, as specified in this article, are reached.
The water use reduction goals, supply measures, and water use restrictions for each
stage are defined in the sections of division.
(b) The trigger requirements described in this article are based on the levels of the
raw water supply and current production levels and capacities of the water plants
and the distribution systems.
(c) In general, the declared drought stage will be the same for all water customers supplied
by the city. Under some circumstances, however, it may be reasonable and prudent to
have different stage levels for different portions, areas or regions of the city water
supply systems.
