§ 8-74. Change in feeholder
(a) A change in feeholders of any property upon which proceedings are pending under the ordinance shall not affect the validity of such proceedings if either:
(1) The new feeholder has been a party served with notice at each stage of the proceedings; or
(2) The new feeholder has been given notice as required by section 8-66(b) hereof.
(b) It shall be presumed that the new feeholder has been given notice under section 8-66(b) hereof, as required by law. If, however, the new feeholder shows that he has not been so served, all pending proceedings under this article are invalid and must be recommenced. A change in feeholders made for the purpose of delaying or avoiding proceedings under this article shall not affect the validity of such proceedings.
