The purpose of this article is to provide just, equitable and practicable civil and
criminal methods to be cumulative with and in addition to any other remedy provided
by the city building code, or otherwise available at law, whereby buildings or structures
that from any cause might endanger the life, limb, health, property, safety or welfare
of the general public or their occupants may be required to be repaired, vacated or
demolished.
